Acting as the Governing Board of the Contra Costa County Fire Protection District, ADOPT Position Adjustment
Resolution No. 21427 to re-title the classification of Fire Inspector I (RJWA) (represented) to Fire Inspector II
(RJVB) (represented) and cancel five (5) vacant positions; establish the classification of Fire Inspector I (RJWA)
(represented), allocate it to the salary schedule at salary plan and grade 4N5 1528 ($5,032 - $6,744), and add five (5)
positions in the Contra Costa County Fire Protection District.
FISCAL IMPACT:
The Contra Costa County Fire Protection District (District) charges fees to cover the costs for fire prevention services
pursuant to a Board adopted Fire Prevention Bureau (FPB) Fee Schedule. The lower salary and benefits cost of Fire
Inspector I will allow the District to meet State and local mandates and laws for fire prevention and life safety at an
annualized cost savings of $3,071.95.

The District is required to enforce certain State and local mandates and laws for fire prevention and life safety. It

Subject:Establish Fire Inspector I and Retitle Existing Fire Inspector
BACKGROUND: (CONT'D)
and enforcement services through a Fire Prevention Bureau (FPB). The costs of those services are reimbursed
through permit fees that are established in a fee schedule that has been adopted by the County Board of
Supervisors acting in its capacity as the Fire Board of Directors. Currently, those services are largely performed
by Fire Inspectors.
This action creates a classification series for Fire Inspector with the goals of increasing work capacity, creating
flexibility in the assignment of work, and reducing personnel costs. The classification of Fire Inspector I will be
established as a general (i.e., non-safety) classification. Incumbents will conduct non-safety code enforcement,
plan review, inspection, and public education duties. The existing safety classification of Fire Inspector will be
retitled to Fire Inspector II. Incumbents will continue to perform all job duties associated with the existing
classification of Fire Inspector plus expanded job duties to support District operations.
Currently there are eleven (11) filled Fire Inspector positions (which will be retitled to Fire Inspector II). The FPB
is not currently staffed at a level necessary to keep up with work demands in a timely manner. This action adds
five (5) Fire Inspector I positions. The new positions will add work capacity at a lower cost. In the future, as Fire
Inspector II positions are vacated, they will be replaced with Fire Inspector I positions until the most effective
staffing level is achieved. It is anticipated that in the future approximately half the positions in FPB will be at the I
(general) level and half will be at the II (safety) level.
This reorganization supports increased compliance with State and local mandates for the inspection of certain
occupancies on an annual basis for the prevention of fire, maintenance of required life safety systems, and
compliance with operational permits issued by the District pursuant to the California Fire Code. It also enables the
District to establish an educational and enforcement program for defensible space and exterior hazard control
pursuant to recent State legislation and mandates.
The recent and significant reduction of fire suppression resources requires the District to evaluate and implement
new methods to provide more robust and effective fire prevention outreach, education, engineering, and
enforcement to maintain public safety as well as support economic stability and development.
CONSEQUENCE OF NEGATIVE ACTION:
The District’s Fire Prevention Bureau will continue to provide fire prevention education, engineering, and
enforcement services within existing workload capacities and at current salary and benefits costs.
