INTRODUCE Ordinance No. 2014-14, adding Article 416-6.6 to the County Ordinance Code to permit the Animal
Services Department to issue administrative penalties for violations of dog and cat licensing requirements, WAIVE
reading, and FIX September 23, 2014 for adoption.
FISCAL IMPACT:
The adoption of the proposed Administrative Penalties Ordinance will result in increased annual licensing revenues.
The Ordinance is part of a four stage process to address the shortfall in revenue needed to meet current operational
demands. The Department anticipates an increase in revenue over the next year and, as the program progresses, we
believe that the revenue will increase further.
BACKGROUND:
The Animal Services Department is in the process of implementing a new animal licensing program and procedures
in an effort to increase revenue to offset budget shortfalls. The Department has increased its efforts to license more
dogs in the County by applying a variety of strategies to increase animal licensing, including: utilization of new
scanning software to upload

rabies certifications from veterinary offices, automated mailing of multiple notices to new and existing dog
owners, and online purchasing of animal licenses. The final step of overall change to our licensing program is
implementation of the proposed Administrative Penalties Ordinance so that fines may be imposed to those citizens
that fail to license their animals.
CONSEQUENCE OF NEGATIVE ACTION:
The Animal Services will be unable to collect administrative penalties for violations of dog and cat licensing
requirements.
