District initiatives.

The District opened the District Operations Center (DOC) for July 4 operations. The
DOC was staffed with the Fire Chief, Assistant Fire Chief of Support Services, and
the Operational Area Coordinator. The mission was to manage resources from a
Countywide perspective, maintaining a minimum level of resources in all battalions.
In addition, a task force was staffed and moved to areas of the County
experiencing significant numbers of incidents and/or major incidents. The operation
was a success. The total number of significant incidents is as follows:

An Acting Assistant Chief of Operations was appointed to replace Chief Hartford.
Three candidates were interviewed and a decision was made to appoint Lon
Goetsch to the position. It is anticipated that Chief Goetsch will hold the acting
position for approximately six months before the position is permanently filled.
The District’s annual line of duty death (LODD) ceremony was held on July 21 to
honor the loss of our fallen firefighters. As always, the ceremony was held on the
anniversary of the Michele Drive incident and was well attended by our personnel
as well as many local dignitaries.
Captain Jim Howard was promoted to Battalion Chief to replace Battalion Chief
Savacool. Jim is a very experienced Captain and is well respected by his peers
and will be a positive addition to the Battalion Chief rank.

The District also promoted three new Captains to fill new vacancies. Captain Brent
Boling, Captain Ken Loo, and Captain Scott Valencia all began their new positions
effective July 1. They all came highly recommended from their interview panels and
will be a great addition to the Captain rank.
District staff continues to work with County Counsel on the Fire Station 46 project
and the EMS cost recovery initiative. Both projects are progressing; we are
optimistic that we will have material for the Board to review within the next 60 days.
The District’s Apparatus Committee is nearing completion on a heavy duty fire
apparatus replacement schedule and specifications. The Board can look forward to
reviewing a recommendation with the next 60 days.
The new light duty fleet replacement program is now well in place. This innovative
program replaces some of the District’s very old command, investigation,
inspection, and administrative vehicles in a fast, efficient, and cost effective
manner. Vehicles are arriving and being placed into service and/or scheduled for
upfitting on a regular basis.
Academy 46 graduated on August 29 adding 17 new firefighters to our rolls. These
new firefighters will spend a tour familiarizing themselves with field operations and
will then become part of an active engine company. These personnel were badly
needed in order to staff our companies without the use of significant overtime,
allowing our personnel some much needed time off. We are currently hiring
personnel to fill Academy 47 which will allow us to staff additional companies that
have been provided by the SAFER grant.
