(1) AUTHORIZE the Fire Chief, or designee, of the Contra Costa County Fire Protection District (District) to prepare
and submit a proposal to provide emergency ambulance services in response to a request for proposals (RFP) for
Emergency Response Areas I, II, and V, that will be issued by the Contra Costa County Emergency Medical Services
Agency.
(2) AUTHORIZE the Fire Chief, or designee, to engage a consultant to assist District staff in preparing a proposal to
provide emergency ambulance services for Emergency Response Areas I, II, and V.
FISCAL IMPACT:
Potential for a new source of significant revenue if the District competes for and is awarded the contract to provide
emergency ambulance services.
BACKGROUND:
As indicated in item D.1, a financial evaluation demonstrates that it would be cost efficient for the District to operate
an EMS transport system. Careful financial considerations and examinations show that there is revenue in excess of
expenditures in per unit hour utilization. In addition to the program being financially self-sufficient, District staff
concludes they can increase the EMS service level within the County with a fire-based EMS transport model. Some
key points that support this conclusion are:

BACKGROUND: (CONT'D)
The District has long standing respect among the citizens in the community.
The District has an experienced workforce in place for supervision, coordination, and management.
The District has been a longstanding EMS provider in the County as a first responder.
The District has the geographical distribution of resources and facilities along with single point dispatch that can
improve pathway management of events.
The District has an established Advanced Life Support program.
The District is a public safety net in the community. If they lose money they will not abandon the operation.
Service to the citizen is paramount.
There will be increased performance accountability and scrutiny of this report by outside entities with financial
interest in the County EMS operation.
System operation changes should be data driven.
The District has the responsibility for and will exert authority for strategic planning and implementation if the
decision is made to move forward.
EMS service delivery should be predicated on performance measures.
EMS transport in the District will continue at predicted growth rates for the foreseeable future as outlined in the
Fitch report.
CONSEQUENCE OF NEGATIVE ACTION:
The District will not prepare and submit a competitive bid to provide emergency ambulance services.
