REALLOCATE $7,278 in unspent FY 2013/14 Community Development Block Grant (CDBG) funds to Shelter,
Inc., increasing total allocation for FY 2014/15 from $26,675 to $33,952.11, to provide homelessness prevention and
rapid rehousing services as recommended by the Family and Human Services Committee.
FISCAL IMPACT:
100% Community Development Block Grant funding
BACKGROUND:
For FY 2013/14, the County allocated $43,595 in CDBG funds to Shelter, Inc. to provide homelessness prevention
and rapid rehousing services to low income (30% - 80% Area Median Income) Urban County residents. A total of
$36,317.89 was expended, leaving a balance of $7,277.11. For FY 2014/15, due to reductions in the County’s total
CDBG grant, the allocation to Shelter, Inc. for these services was reduced to $26,675. Staff recommends reallocating
the unspent CBDG FY 2013/14 funds to Shelter, Inc. for FY 2014/15 to provide services to 10 additional households
to prevent them from becoming homeless or to help them quickly regain housing following an episode of
homelessness.
CONSEQUENCE OF NEGATIVE ACTION:
Funds will not be reallocated and Shelter Inc. will not be able to provide rapid rehousing services to 10 households.

RECOMMENDATION
APPROVE staff recommendation to reallocate $7,277.11 in unspent FY 2013/14 CDBG funds
to Shelter, Inc., increasing its FY 2014/15 allocation from $26,675 to $33,952.11, to provide
homelessness prevention and rapid rehousing services to 10 additional households.
BACKGROUND
For FY 2013/14, the County allocated $43,595 in CDBG funds to Shelter, Inc. to provide
homelessness prevention and rapid rehousing services to low income (30% - 80% Area Median
Income) Urban County residents. A total of $36,317.89 was expended, leaving a balance of
$7,277.11. For FY 2014/15, due to reductions in the County’s total CDBG grant, the allocation
to Shelter, Inc. for these services was reduced to $26,675. Staff recommends reallocating the
balance of the FY 2013/14 funds to Shelter, Inc. for FY 2014/15 to provide services to 10
additional households (increasing the number of households served from 60 to 70) to prevent
them from becoming homeless or to help them quickly regain housing following an episode of
homelessness.
