Approve and authorize the Health Services Director, or his designee, to execute, on behalf of the County, Novation
Interagency Agreement #74–373–5 with Martinez Unified School District, a government agency, in an amount not to
exceed $199,043, to provide Mental Health Services Act (MHSA) Prevention and Early Intervention services (PEI)
for the period from July 1, 2014 through June 30, 2015. This Agreement includes a six-month automatic extension
through December 31, 2015, in an amount not to exceed $99,521.
FISCAL IMPACT:
This Interagency Agreement is funded 100% by MHSA. (No Rate increase)
BACKGROUND:
This Agreement meets the social needs of County’s population by providing a youth development program known as
The New Leaf Collaborative, which will include individualized learning plans, place-based learning projects and
career mentorships and internships for approximately

BACKGROUND: (CONT'D)
eighty (80) high school adolescent youths in Martinez of all cultural backgrounds. Additional services under this
Agreement include implementation of New Leaf Educators Mentoring including the development of alternative
education curriculum workshops for educators.
On September 10, 2013, the Board of Supervisors approved Interagency Agreement #74–373-4 with Martinez
Unified School District, for the period from July 1, 2013 through June 30, 2014, which included a six-month
automatic extension through December 31, 2014, for the provision of MHSA-PEI services.
Approval of Novation Interagency Agreement #74–373–5 replaces the automatic extension under the prior
Agreement and allows Agency to continue providing services through June 30, 2015.
CONSEQUENCE OF NEGATIVE ACTION:
If this agreement is not approved, High School students in Martinez will not have access to the focused learning and
career opportunities offered by this MHSA-PEI program.
CHILDREN'S IMPACT STATEMENT:
This MHSA-PEI program supports the following Board of Supervisors’ community outcomes: “Families that are
Safe, Stable, and Nurturing”; and “Communities that are Safe and Provide a High Quality of Life for Children and
Families”. Expected program outcomes include increases in social connectedness, communication skills, parenting
skills, and knowledge of the human service system in Contra Costa County.
