APPROVE and AUTHORIZE the Conservation and Development Interim Director, or designee, to execute a contract
amendment with Shelter, Inc., increasing the payment limit by $7,278 to a new payment limit of $33,953, with no
change to the contract term of July 1, 2014 to June 30, 2015, to provide Homelessness Prevention and Rapid
Rehousing Services to ten (10) additional households, as recommended by the Family and Human Services
Committee.
FISCAL IMPACT:
No General Fund impact. Community Development Block Grant funds are provided to the County on a formula basis
through the U. S. Department of Housing and Urban Development (HUD), CFDA #14.218
BACKGROUND:
For FY 2013/14, the County allocated $43,595 in Community Development Block Grant (CDBG) funds to Shelter,
Inc., to provide homelessness prevention and rapid rehousing services to low-income (30% - 80% Area Median
Income) Urban County residents. A total of $36,317.89 was expended, leaving a balance of $7,277.11. For FY
2014/15, due to reductions in the County's total CDBG grant, the allocation to Shelter, Inc., was reduced to $26,675.

BACKGROUND: (CONT'D)
Family and Human Services Committee approved staff's recommendation to allocate an additional $7,277.11 to
Shelter, Inc., to provide services to ten (10) additional households to prevent them from becoming homeless or to help
them quickly regain housing following an episode of homelessness.
CONSEQUENCE OF NEGATIVE ACTION:
If the reallocation of CDBG funds is not approved, the County will not be able to provide homelessness prevention
and rapid rehousing services to additional clients and it will not be possible for the County to spend the total amount
allocated by HUD.
CHILDREN'S IMPACT STATEMENT:
Allocating the additional CDBG funds to assist Urban County residents will support the "Families that are Safe,
Stable and Nurturing" outcome established in the Children's Report Card.
