APPROVE and AUTHORIZE the Public Works Director, or designee, to execute Contract Amendment #4 with Area
West Environmental, Inc., effective August 31, 2014, to modify sections of the Special Conditions of the Contract in
order to add one additional sub-contractor and extend the Contract term from August 31, 2014 to December 31,
2014, with no change in the original payment limit of $136,760, to complete necessary environmental compliance
work for the Camino Tassajara Shoulder Widening, east of Blackhawk Drive to Finley Road Project, as
recommended by the Public Works Director, Danville area. (District III) [Project No. 0662-6R4131]
FISCAL IMPACT:
54% Local Traffic Impact Funds and 46% Highway Safety Improvement Program Funds.
BACKGROUND:
The Camino Tassajara Shoulder Widening, Blackhawk Drive to Finley Road Project (Project), Project No.
0662-6R4131 is a partially federally funded Project which requires special environmental assessments, technical
studies, and environmental construction monitoring pursuant to National Environmental Policy Act (NEPA), the
California Quality Act (CEQA), the Clean Water

Subject:Execute Contract Amendment #4 with Area West Environmental, Inc. to add one additional sub-contractor and extend
the contract term, Danville area.
BACKGROUND: (CONT'D)
Act, the Porter-Cologne Water Act, and the State and Federal Endangered Species Acts.
Due to a later than anticipated start for construction, the contract needs to be extended in order to complete
environmental construction monitoring activities for environmental compliance in support of the Project.
CONSEQUENCE OF NEGATIVE ACTION:
Without Board approval, environmental compliance will not be obtained and construction completion of the
Project will be delayed.
CHILDREN'S IMPACT STATEMENT:
Not applicable.
