SUBJECT: Application for Head Start Expansion Funds
SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION
RECOMMENDATION:
ACCEPT the proposed addition of 40 Head Start children to the County program, APPROVE a
grant application to the Department of Health and Human Services, Administration for Children,
Youth and Families, in the amount of $96,000 full year and up to $26,750 start-up ,costs to
fund the additional classes and AUTHORIZE the Director, Community Services Department, to sign
appropriate application documents.
FINANCIAL IMPACT:
! No financial impact for Fiscal Year 1986-87. The required 20% match will be met by
donations of space and services and utilization of volunteers. If, in future years, this
non-cash match does not equal the required amount, it is not likely that additional County
costs would exceed the existing County match allocation by more than $10,000.
No County funds are being requested for this action.
REASONS FOR RECOMMENDATION:
Present Head Start funding for Contra Costa County is inadequate to serve more than 25%
of the children eligible for the program.
In 1984, a needs assessment was conducted which indicated a high priority for unmet needs
in the San Pablo area . At this time also, the City of San Pablo requested a Head Start proaran
for their area. The Board of Supervisors authorized an application for expansion funding at
that time. Because of higher priorities in other portions of the state of California, the
request for additional funds for expansion was not granted by the Federal Government.
In August of 1986, this office was advised by ACYF that limited funding was available and
that our application would be considered. This matter was discussed with the County Adminis-
trator's Office, as they were involved with the department on other Head Start issues during
the summer.
In mid-September, ACYF again contacted this department, indicating that the expanded
program for 40 children was definitely available to Contra Costa County. If this application
is approved and funded in a timely manner the additional classrooms can be opened by January 1 ,
1987. This date appears to be acceptable to ACYF.
The funding agency has indicated that to receive expansion funding the Grantee, through
this department, must operate the expanded portion of the program and that this portion of
the program cannot be contracted out.
Currently, the County has contracts with 'providers to operate classrooms serving 608
children throughout the County. Approval of this application will increase our Head Start
services by 62 percent and enable us to provide services in a high priority area.

CONSEQUENCES OF NEGATIVE ACTION:
Forty (40) low-income children in the County will be denied the opportunity to partic-
ipate in a nationally acknowledged and outstanding preschool program for children and their
families.
