APPROVE and AUTHORIZE the Sheriff-Coroner, or designee to execute a Software and Services Agreement with
ESI Acquisition, Inc., for the period September 9, 2014 to September 8, 2015, and an End User License Agreement
with ESI Acquisition, Inc., for the period September 9, 2014 to September 8, 2015, and on a yearly basis thereafter
until terminated, with a total payment limit of $140,000, to provide crisis management software for Contra Costa
County Sheriff’s Office of Emergency Services Unit.
FISCAL IMPACT:
$140,000 County General Fund; Budgeted. Possible grant funding may be acquired to offset the fiscal impact.
BACKGROUND:
ESI’s WebEOC crisis information management system software has become the industry standard used by California
Office of Emergency Services and multiple Bay Area Counties to manage emergency management activities.
WebEOC is a software application that will be used by County OES, Department Operations Centers and
participating cities to monitor and manage emergency management activities during planned and unplanned critical
events. WebEOC can be used during the planning, mitigation, response and recovery phases of any emergency. All
crisis information in WebEOC will be universally available to authorized users everywhere. This greatly increases all
jurisdictions’ common operating picture in times of disaster.
