SUBJECT: Proposed Alcohol/Cigarette Tax
Jerry Nava, Alcoholism Program Chief, Health Services
Department, appeared before the Board and commented on a recommen-
dation for potential funding for alcohol and drug programs contained
in a report issued by the California Attorney General's Commission
on the Prevention of Drug and Alcohol Abuse Among Youth in
California. He noted that the report recommends that a Statewide
committee be established to- draft and qualify an initiative which
would tax alcohol and cigarettes , with the proceeds of such tax used
to establish a superfund to finance youth alcohol and drug preven-
tion programs. Mr. Nava requested that the Board support the proposal.
Board members being in agreement, IT IS BY THE BOARD ORDERED
that the proposal to establish a Statewide committee to draft and
qualify an initiative providing for an alcohol and cigarette tax to
finance youth prevention programs is ENDORSED.
IT IS FURTHER ORDERED that Supervisor Tom Torlakson is
APPOINTED to represent Contra Costa County on said committee.
IT IS FURTHER ORDERED that the Health Services staff is
REQUESTED to review coordination of drug and alcohol problems within
the County and with other agencies.
