HomeMy WebLinkAboutMINUTES - 09092014 - C.68RECOMMENDATION(S): APPROVE and AUTHORIZE the Employment and Human Services Department Director, or designee, to apply for and accept funding from the California Department of Education in an amount not to exceed $1,112,188 for State Preschool programs for the term July 1, 2014 through June 30, 2015. FISCAL IMPACT: County to receive up to $1,112,188 100% State funding California Department of Education BACKGROUND: The Contra Costa Community College District has relinquished their California State Preschool program contract for the 2014-15 program year. The County, via the Employment & Human Services Department, Community Services Bureau, has been the sole sub-contractor providing these services since 1993. The California Department of Education (CDE) is distributing the funding from the relinquished contract to the County in order to maintain a continuity of childcare services. Preschool services are described as the provision of a learning environment to bridge the infant/toddler and kindergarten age periods. Services are arrayed along 9 preschool learning domains: Social-Emotional Development, Language and Literacy, English-Language Development, Mathematics, Visual and Performing Arts, Physical Development, Health, History-Social Science and Science. The services will be distributed among 4 childcare centers in Richmond, Bay Point, Oakley and Concord (see chart below). Approval of this revenue contract will provide support funds necessary to continue to provide these services to program eligible children and families. CHILDREN'S IMPACT STATEMENT: The Employment and Human Services Department, Community Services Bureau supports three of the community outcomes established in the Children's Report Card: 1) "Children Ready for and Succeeding in School"; 3) "Families that are Economically Self-sufficient"; and, 4) "Families that are Safe, Stable, and Nurturing" by offering comprehensive services, including high quality early childhood education, nutrition, and health services to low-income children throughout Contra Costa County.
