HomeMy WebLinkAboutMINUTES - 09092014 - C.65RECOMMENDATION(S):
ADOPT Position Adjustment Resolution No. 21487 to add one (1) full time Supervising Capital Facilities Project
Manager (NEHC) (represented) position at salary plan and grade ZA5 2070 ($8,390 - $10,199), and abolish the
Capital Projects Division Manager-Exempt (NEG1) (unrepresented) classification and cancel vacant position No.
12082 in the Public Works Department.
FISCAL IMPACT:
It is expected that in FY 14-15, there will be an initial cost savings of $28,806 as it is unlikely that the position will be
filled at the top step. (100% - Billed as Charges to Specific Projects)
BACKGROUND:
In 2012, the General Services and Public Works Departments were merged. On September, 24, 2013, the Board of
Supervisors approved salary adjustment for the Capital Projects Division Manager-Exempt (a General Services
division head classification) in order to appropriately align with the Supervising Civil Engineer classifications (a
Public Works division head classification).
At that time, Human Resources also determined that the Capital Projects Division Manager-Exempt classification
was no longer appropriate within the post-merger departmental organizational structure and recommended that upon
vacancy to abolish the exempt classification

Subject:Establish a Supervising Capital Facilities Project Manager Position and Eliminate Capital Project Development
Manager Class and Position
BACKGROUND: (CONT'D)
and replace with a Supervising Capital Facilities Project Manager as the Division Head. With these actions,
Public Works Department is moving forward to implement the previously recommended changes as the Capital
Projects Division Manager-Exempt only position has vacated effective March 8, 2014.
CONSEQUENCE OF NEGATIVE ACTION:
Failure to implement the aforementioned actions will result in an inconsistent organizational structure for division
head classifications in the post-merged Public Works Department and may result in future compensation equity
issues.
CHILDREN'S IMPACT STATEMENT:
No impact.
