ADOPT Resolution No. 2014/324 supporting the construction of the James Donlon Boulevard Extension Project by
the City of Pittsburg and authorizing the Public Works Director, or designee, to communicate the purpose of this
resolution to other agencies as appropriate.
FISCAL IMPACT:
No fiscal impact.
BACKGROUND:
The purpose of this resolution is to pledge support for the James Donlon Boulevard Extension project, formerly
known as the "Buchanan Road Bypass" project. The project will provide an alternative east-west access route to link
communities of eastern Contra Costa County to central Contra Costa County. The City of Pittsburg has been
planning for this project by collecting fees from its constituents and by gaining support from organizations such as
the East Contra Costa Regional Fee and Financing Authority (ECCRFFA) and the City of Oakley. With an
anticipated 36,000 vehicles per day traveling the road, the James Donlon Boulevard Extension project will reduce
traffic and gridlock in the area as well as complete a portion of both ECCRFFA’s Program of

BACKGROUND: (CONT'D)
Projects and the Route 4 East Corridor Major Investment Study’s long-term strategy. Both plans originally date
back over two decades and continue to show the necessity of the project in more recent editions. The route will
bring congestion relief to Buchanan Road as well as provide an increase in safety for drivers and residents of
eastern Contra Costa County.
CONSEQUENCE OF NEGATIVE ACTION:
The James Donlon Boulevard Extension is an important regional connection between east and central County. If
the project does not obtain widespread support, it will be more difficult for the City of Pittsburg to develop the
project and seek state or federal funding.
