Acting as the Governing Board of the Contra Costa County Flood Control & Water Conservation District (“FC
District”) and acting as the Contra Costa County Fire Protection District (“FP District”) Board of Directors:
APPROVE and AUTHORIZE the Chief Engineer of the FC District, or designee, to purchase Swiftwater Rescue
Equipment with FC District funds and provide the equipment to the ConFire Swiftwater Rescue Program to support
ongoing training exercises and rescue use in FC District facilities.
APPROVE and AUTHORIZE the Fire Chief of the FP District, or designee, to receive the Swiftwater Rescue
Equipment into inventory from the FC District, recognizing that it will be primarily used for ongoing training
exercises and rescues within FC District facilities.
FISCAL IMPACT:
The FP District has estimated the Swiftwater Rescue equipment needed will cost $20,000. This equipment will be
purchased by the FC District with 100% Flood Control funds and provided to the FP District for their use.

BACKGROUND:
The FC District owns and operates over 79 miles of flood control channels and 29 regional dams and detention
basins throughout Contra Costa County. If a person enters one of these facilities during winter storm events, they
are unlikely to escape and are at great risk of injury or death. All of these facilities have adequate safety fencing
and warning signs, and the FC District performs annual outreach as part of its Creek and Channel Safety Program.
However, people have bypassed the safety measures in the past (both intentionally and not) and may do so again
in the future, necessitating a robust swiftwater rescue program. This program can maximize its success with
adequate equipment and regular training.
The FC District and FP District entered an agreement on December 13, 2011, to facilitate cooperation in
enhancing the County’s swiftwater rescue planning and training. The agreement grants the FP District access to
all FC District facilities for inspection, training, and safety equipment installation. Due to budget constraints, the
FP District has been unable to purchase adequate equipment for training and rescue operations. Upon request
from the FP District, the FC District has determined that funding the requested equipment will maximize the
success of the Swiftwater Rescue Program, which is one of the goals of the Creek and Channel Safety Program.
Staff recommends that the items on the attached List of Swiftwater Rescue Equipment Needs be purchased with
FC District funds and provided to the FP District Swiftwater Rescue Program for use in training exercises and
rescues.
CONSEQUENCE OF NEGATIVE ACTION:
Without Board approval, the FP District will have limited ability to perform swiftwater training exercises and
rescues.
CHILDREN'S IMPACT STATEMENT:
Providing the additional rescue equipment will maximize the success of the Swiftwater Rescue Program, which
interacts with children during outreach events regarding prevention, and improves the potential to rescue children
in an actual emergency.
