APPROVE the North Richmond Pump Station Diversion Project and AUTHORIZE the Chief Engineer, or designee,
to advertise the project, Richmond area. [County Project No. 7517-6W7246, DCD-CP#14-27] (District I)
DETERMINE the project is a California Environmental Quality Act (CEQA), Class 15301(b) Categorical
Exemption, pursuant to Article 19, Section 15301(b) of the CEQA Guidelines, and
DIRECT the Director of Conservation and Development to file a Notice of Exemption with the County Clerk, and
AUTHORIZE the Chief Engineer to arrange for payment of a $25 fee to Conservation and Development for
processing, and a $50 fee to the County Clerk for filing the Notice of Exemption.
FISCAL IMPACT:
44% Environmental Protection Agency grant funds and 56% Stormwater Utility Area 17 Assessments. Upon
approval from the Contra Costa Clean Water Program Management Committee, the Contra Costa Clean Water
Program will fund 23% reducing the contribution provided by Stormwater Utility Area 17.

Subject:APPROVE the North Richmond Pump Station Diversion Project and related actions under the California
Environmental Quality Act.
BACKGROUND:
The purpose of the project is to participate in a pilot project to divert storm water to a sanitary district treatment
plant to determine the feasibility of treating storm water at a wastewater treatment plant before it is discharged
into a receiving water body. The pilot project is a requirement of the County’s Municipal Regional Permit issued
by the San Francisco Bay Regional Water Quality Control Board. The project will divert storm water from the
existing North Richmond Pump Station to a West County Wastewater District sewer main on Gertrude Avenue.
The diversion will be conducted on a temporary basis, 10 working days under low-flow conditions and two
working days under first-flush, high-flow conditions. It is expected that the low-flow and high-flow conditions
will occur within the span of one year but additional time may be necessary depending on outside factors,
primarily weather. Inside the existing pump station, two new pumps will be installed (currently estimated at 250
gallons/minute capacity) into the wet well of the existing pump station, automated level sensors will be installed
to operate the new pumps, and a new circuit breaker and control panel will be installed. Installation of the new
pumps will also help rehabilitate the pump station which is in need of repair. The new pumps will be connected to
new valves that will be installed on the exterior of the pump station. A temporary four-inch rubber discharge line
will be connected to the new valves and extend north to Gertrude Avenue and then west in a shallow trench along
the edge of pavement toward a West County Wastewater District sewer manhole located in Gertrude Avenue
approximately 150 feet north of the pump station. The pavement in Gertrude Avenue will be cut between the
sewer manhole and the edge of pavement to install a temporary pipe connection into the sewer manhole. The
rubber discharge line will tie into this temporary pipe connection. Once the project objectives have been achieved,
the temporary pipe connection and rubber discharge line will be removed. No tree removal is necessary. Utility
adjustments and/or real property transactions on adjacent private parcels may be necessary. At least one lane will
be open during project implementation and emergency vehicles will have access at all times.
CONSEQUENCE OF NEGATIVE ACTION:
Delay in approving the project may result in a delay of design, construction, and may jeopardize funding.
