APPROVE and AUTHORIZE the Public Works Director, or designee, to execute a Consulting Services Agreement
(CSA) with Ghirardelli Associates, Inc. (Ghirardelli) in an amount not to exceed $250,000.00, for construction
management services for the San Pablo Dam Road Walkability Project for the period of August 12, 2014 to August
12, 2017, El Sobrante area. Project No. 0662-6R4051
FISCAL IMPACT:
This project, including this CSA, is funded by Transportation for Livable Communities (53%), and Road Funds
(47%).
BACKGROUND:
The project generally consists of replacing curb, gutter, and sidewalk, including driveways, to meet current
Americans with Disabilities Act standards, installation of trees and associated irrigation system, and placement of
decorative planters along San Pablo Dam Road between El Portal Drive and Appian Way.
Construction management services are required for the construction phase of the San Pablo Dam Road Walkability
Project.

BACKGROUND: (CONT'D)
Ghirardelli was selected to provide these services after completing a request for qualifications solicitation from an
existing shortlist, and technical proposal review.
Public Works has successfully negotiated with Ghirardelli to provide the construction management services.
CONSEQUENCE OF NEGATIVE ACTION:
Without Board of Supervisors’ approval, this CSA will not be in effect. A delay in the construction of the San Pablo
Dam Road Walkability Project will occur, ultimately delaying the completion of the project. Project delay may also
result in substantial additional project costs and jeopardize the funding.
