CONSIDER waiving the 180 day “sit out” period for Ms. Wanda Quever, Public Works Chief of Administrative Services, in the Public Works Department. 2. FIND that the appointment of Ms. Quever is necessary to fill a critically needed position. 3. APPROVE and AUTHORIZE the hiring of retiree Wanda Quever as a temporary County employee for the period of September 2, 2014 through July 31, 2015, as recommended by the Public Works Director. FISCAL IMPACT: Salary costs are included in the Department’s operating budget. There will be salary and employment tax payments for the hours provided of approximately $59,950.00, for up to 900 hours, not to exceed a twelve (12) month time period. These costs will be offset by savings due to the vacancy of the permanent position. Bueren, Public Works Director/Chief Engineer Date:August 12, 2014 Contra Costa County Subject:Temporary Hire of County Retiree - Waiver of 180 day "sit out" period BACKGROUND: The Public Employee Pension Reform Act of 2013 requires that active members who retire on or after January 1, 2013 must wait 180 days after retirement before returning to work as a temporary employee. The Act also allows the Board, based on a finding that the appointment is necessary to fill a critically needed position, to waive the 180 day “sit out” period. Ms. Wanda Quever retired from the Public Works Department effective May 31, 2014 after holding the position of Public Works Chief of Administrative Services within the Finance Division since 2006. In that role, Ms. Quever was responsible for providing financial management of a $270 million budget for the Department, setting the Department’s overhead rates, and special projects such as the financial and IT integration of the Public Works Department and former General Services Department. While the Department moves forward with a recruitment effort to backfill this position, we need the experience, expertise and institutional knowledge of Ms. Quever to continue to provide these services to our Department. It would be the Department’s intent to keep Ms. Quever until the recruitment to backfill her position could be completed and some cross training and succession planning could be done. CONSEQUENCE OF NEGATIVE ACTION: Failure to receive Board approval will result in a significant negative impact in the Public Works Finance Division’s ability to provide financial management and other services for the Department.
