HomeMy WebLinkAboutMINUTES - 08122014 - C.101RECOMMENDATION(S): ADOPT Resolution No. 2014/311, replacing and superseding Resolution No. 2014/269, and confirming the corrected Final Report for CSA EM-1 (County Service Area Emergency Medical Services) and declaring intent to levy specified assessments to be collected with the Fiscal Year 2014/15 property taxes. FISCAL IMPACT: No General Fund impact. Proposed FY 2014-15 assessments for CSA EM-1 total $4,710,872.80. BACKGROUND: On June 3, 2014 your Board held a public hearing on the Tentative Report for CSA EM-1 and adopted Resolution No. 2014/184 declaring the Board's intent to levy assessments set forth in that report. Pursuant to Ordinance Code Section 1012-2.612, the attached Final Report for CSA EM-1 updates the Tentative Report based solely upon changes in ownership, changes of address, subdivision of existing parcels, and changes in the class of use of parcels. Revenues from the CSA EM-1 assessments are used to provide an enhanced countywide emergency medical service system as approved by the voters with the passage of Measure H in November 1988. Enhanced EMS services include (1) increased paramedic coverage; (2) added emergency medical training and equipment for firefighters; and (3) an improved EMS communications systems. The basic assessment rate proposed for Zone B, comprising all the area of Contra Costa County except for San Ramon Valley, is $10.00 per single-family residence or benefit unit. These rates are unchanged from the prior year. On July 29th, the Board of Supervisors approved the Final Report and adopted Resolution No. 2014/269. Contra Costa EMS was subsequently informed by the Auditor-Controller's Office that there was a discrepancy between the final numbers for Measure H in Zone A which came to light after the Board of Supervisors approved the final tax roll. Zone A now reports increased revenue compared to the final numbers included in the report approved on July 29th. Therefore, the Department is requesting that the Board adopt Resolution No. 2014/311 superseding Resolution No. 2014/269 and correcting the errors in the final numbers. CONSEQUENCE OF NEGATIVE ACTION: Failure to accurately set the CSA EM-1 assessments may result in the EM-1 assessments not being included in the property tax bills.
