1. APPROVE the design and bid documents, including the plans and specifications, for Improvements at the
Richmond Veterans Memorial Hall, 968 23rd Street, Richmond.
2. DETERMINE that the project is a California Environmental Quality Act (CEQA) Class 1 (Section 15301)
Categorical Exemption; DIRECT the Director of Conservation and Development, or designee, to promptly file a
Notice of Exemption with the County Clerk; and DIRECT the Public Works Director, or designee, to arrange for
payment of the $25 handling fee to the County Clerk for filing the Notice of Exemption and the $25 handling fee to
the Department of Conservation and Development for processing costs.
3. AUTHORIZE the Public Works Director, or designee, to solicit bids to be received on or about September 18,
2014, and issue bid addenda, as needed, for clarification of the bid documents, provided the involved changes do not
significantly increase the construction cost estimate.
4. DIRECT the Clerk of the Board to publish, at least 14 calendar days before the bid opening date, the Notice to
Contractors in accordance with Public Contract Code Section 22037, inviting bids for this project.

specified in Public Contract Code Section 22036 at least 15 calendar days before the bid opening.
FISCAL IMPACT:
Funding for this project is provided by the General Fund.
BACKGROUND:
Plans and specifications for the project have been prepared for the Public Works Department by LCA Architects, and
filed with the Clerk of the Board by the Public Works Director. The construction cost estimate is $412,000, and the
general prevailing wage rates are on file with the Clerk of the Board of Supervisors and will be the minimum rates
paid on this project.
The roof and flooring at the facility was identified in the Facilities Life-Cycle Investment Program report as being in
poor condition and in need of replacement. The project scope includes existing roof material re-surfacing with a
heavy rubberized waterproof coating, coating with Title 24 white acrylic roof paint, modified cap sheets, flashing,
sheet metal copings, painting of sheet metal roof vents and exhaust fans, and retrofitting roof drains, in order to
extend the life of the roof from 15 to 20 years. The scope also includes the removal and replacement of approximately
14,000 square feet of floor tile, other floor finishes, and painting.
CONSEQUENCE OF NEGATIVE ACTION:
If the project is not approved, the facility will continue to deteriorate resulting in more costly repairs in the future.
