Approve and authorize the Health Services Director, or his designee, to execute, on behalf of the County, a
Memorandum of Understanding (MOU), Agreement #24-729, between Mathematica Policy Research, Inc., a
corporation, and Contra Costa County for its Health Services Department, Behavioral Health Services Division, a
non-financial agreement, to provide data to support the Congressionally-mandated evaluation of the Medicaid
Emergency Psychiatric Demonstration (MEPD) for the period from July 1, 2014 through June 30, 2017.
FISCAL IMPACT:
This is a non-financial agreement. No financial impact to the County.
BACKGROUND:
In the spring of 2012, the Centers for Medicare and Medicaid Services (CMS), Center for Medicaid Innovation
selected twenty-seven institutions for mental disease (IMDs),

BACKGROUND: (CONT'D)
across twelve states, to participate in the MEPD. The purpose of the demonstration is to make inpatient care more
accessible to adult Medicaid beneficiaries with psychiatric emergency medical conditions. Mathematica Policy
Research, Inc. was awarded Federal Contract #HHSM500201000026I/HHSM-500-T007 to perform the evaluation of
the MEPD and, as a result, is requesting patient level information for the participating, John Muir IMD.
Under Agreement #24-729, Contractor will perform research using patient level data, provided by County, as
necessary to carry out the Congressionally-mandated MEPD evaluation through June 30, 2017, including agreeing to
indemnify the County from all claims arising from unlawful breach of private health information.
CONSEQUENCE OF NEGATIVE ACTION:
If this agreement is not approved, Contractor will not have access to data necessary to complete the evaluation of the
MEPD.
