Approve and Authorize the Health Services Director, or his designee, to execute, on behalf of the County Agreement
#13-62-ESG (County #20-1013-6), with Contra Costa County Conservation & Development Department, in an
amount not to exceed up to $10,000, for continuous funding from the Emergency Shelter Grant program and
operation of the County’s Calli House Homeless Youth Shelter Program at the Richmond site, for the period from
July 1, 2014 through June 30, 2015.
FISCAL IMPACT:
The funds requested of the ESG are for one-year and are essential to providing adequate emergency housing and
supportive services to youths year-round. County General Funds committed to the operation of the shelter will be
used to fulfill the 100% match requirement. No additional appropriation needed.
BACKGROUND:
The County Homeless program is seeking funding through the Emergency Shelter Grant Program for operating
support of Calli House in West Contra Costa County’s area of incorporated Richmond. This program has provided
outreach, short-term shelter, goal-oriented counseling,

BACKGROUND: (CONT'D)
educational and vocational opportunities to homeless and street youth, ages 14-21, in West County since April 2002.
Since that time, Calli House has served over 700 unduplicated youth in its temporary shelter and multi-service center.
Approval of Agreement #20-1013-6 will allow the County to continue to receive ESG funding from Contra Costa
County Conservation & Development Department for continuous services and operation of the County’s Calli House
Homeless Youth Shelter Program and to perform all responsibilities in relation to receipt of the funding for the period
from July 1, 2014 through June 30, 2015.
CONSEQUENCE OF NEGATIVE ACTION:
If this Agreement is not approved, Contra Costa Behavioral Health Services Homeless Program will not receive
funding and without such funding, the emergency shelter program may have to operate a reduced capacity
