APPROVE the Lease with Urban Tilth for a ten-year term for the County-owned property located at 323 Brookside
Drive, Richmond (Property) for use as an urban farm, under the terms and conditions set forth in the Lease.
DETERMINE that the property will not be needed for County purposes during the term of the Lease.
AUTHORIZE the Public Works Director, or designee, to execute the Lease on behalf of the County and to exercise
any options to extend the Lease.
FIND that the activity is exempt from the requirements of the California Environmental Quality Act (CEQA)
pursuant to Article 5, Section 15061(b)(3) of the CEQA Guidelines, and
DIRECT the Director of Conservation and Development to file a Notice of Exemption with the County Clerk, and
AUTHORIZE the Public Works Director to arrange for payment of a $25 fee to the Department of Conservation and
Development for processing, and a $50 fee to the County Clerk for filing the Notice of Exemption.

Subject:APPROVE a Lease with Urban Tilth for the County-owned property located at 323 Brookside Drive, Richmond, and
related CEQA actions.
FISCAL IMPACT:
The Lease will generate $5,000 over the term of the lease to the General Fund.
BACKGROUND:
In 2013 the County purchased the property located at 323 Brookside Drive from the Contra Costa County Flood
Control and Water Conservation District. The County and Urban Tilth desire to enter into a lease for a ten-year
term to be operated as an urban farm.
CONSEQUENCE OF NEGATIVE ACTION:
Failure to approve the Lease may result in not obtaining revenue from the Lease as well as having to find new a
lessee for the property, which may result in higher cost to the County.
CHILDREN'S IMPACT STATEMENT:
Not applicable.
