ADOPT Position Adjustment Resolution No. 21499 to establish the classification of District Attorney Director of
Forensic and Technical Services (6KDC) (unrepresented) at salary plan and grade B3X 2238 ($9,689 - $12,071) and
add one (1) position in the District Attorney's office.
FISCAL IMPACT:
$364,159, 100% General Fund. Of the $364,159 in annual total compensation costs, $166,848 is attributable to
employer pension costs. This position will be funded by savings from two (2) vacant Sr. Inspector positions.
BACKGROUND:
The District Attorney’s Office has identified the need for a Director to develop and manage a county-wide Forensics
Program which would provide guidance and assistance during both the investigation and prosecution of serious
crimes within the county, primarily violent crimes including Sexual Assaults and Homicides. The Director would
coordinate “Cold Hit” investigations identified via the California Department of Justice’s DNA Cold Hit Outcome
Project (CHOP), and the Federal Bureau of Investigation’s Combined DNA Index System (CODIS)

program. This would include the development and implementation of a county-wide strategy to address DNA
hits; and the management and supervision of District Attorney investigators assigned to such cases. The Director
would also assist in the analysis of Conviction Integrity and Post-Conviction DNA Testing issues to address
claims of innocence. In addition, the Director would manage programs and employees in the District Attorney’s
Special Operations Unit.
CONSEQUENCE OF NEGATIVE ACTION:
The position will not be created in the District Attorney's Office.
