CONSIDER waiving the 180 day “sit out” period for Mr. Jess Adame, Associate Capital Facilities Project Manager, in the Public Works Department. 2. FIND that the appointment of Mr. Adame is necessary to fill a critically needed position. 3. APPROVE and AUTHORIZE the hiring of retiree Jess Adame as a temporary County employee for the period of August 6, 2014 through July 31, 2015, as recommended by the Public Works Director. FISCAL IMPACT: Salary costs are included in the Department’s operating budget. There will be salary and employment tax payments for the hours provided of approximately $48,000.00, for up to 900 hours, not to exceed a twelve (12) month time period. These costs will be offset by savings due to the vacancy of the permanent position. Bueren, Public Works Director/Chief Engineer Date:August 5, 2014 Contra Costa County Subject:Temporary Hire of County Retiree – Waiver of 180 day “sit out” period BACKGROUND: The Public Employee Pension Reform Act of 2013 requires that active members who retire on or after January 1, 2013 must wait 180 days after retirement before returning to work as a temporary employee. The Act also allows the Board, based on a finding that the appointment is necessary to fill a critically needed position, to waive the 180 day “sit out” period. Mr. Jess Adame retired from the Public Works Department effective July 11, 2014 after holding the position of Associate Capital Facilities Project Manager within the Capital Projects Division since 1998. The Capital Projects Division is responsible for the administration, design and construction of a number of projects on various County facilities. The Division has been dramatically impacted by the loss of staff recently and many projects for various County departments must proceed. Mr. Adame has the experience, knowledge and expertise and the institutional knowledge to keep many of these projects moving forward. The Department’s goal is to continue to provide service to our customer departments, while working on a succession plan for the division and working with Human Resources on recruitment efforts to properly staff the division for the long term. CONSEQUENCE OF NEGATIVE ACTION: Failure to receive Board approval will result in a significant negative impact in the department’s ability to provide necessary critical services.
