Approve and authorize the Health Services Director, or his designee, to execute, on behalf of the County, Contract
#24-717-1 with Portia Bella Hume Behavioral Health and Training Center, a corporation, in an amount not to exceed
$980,000 to provide Mental Health Services Act (MHSA) Full Service Partnership (FSP) Services to adults with
serious mental illness who are homeless or at serious risk of homelessness for the period from July 1, 2014 through
June 30, 2015. This Contract includes a six-month automatic extension through December 31, 2015, in an amount
not to exceed $490,000.
FISCAL IMPACT:
This Contract is funded 20% by Federal Financial Participation and 80% by the Mental Health Services Act.

BACKGROUND: (CONT'D)
a comprehensive range of services and supports in Central and East Contra Costa County to adults with serious
mental illness who are homeless or at serious risk of homelessness.
On March 25, 2014, the Board of Supervisors approved Contract #24-717, with Portia Bella Hume Behavioral Health
and Training Center, for the period from March 1, 2014 through June 30, 2014 to provide MHSA FSP Program
services to adults with serious mental illness who are homeless or at serious risk of homelessness.
Approval of Contract #24-717-1 will allow Contractor to continue providing services through June 30, 2015.
CONSEQUENCE OF NEGATIVE ACTION:
If this contract is not approved, mental ill adults who are homeless will not have access to Contractor’s mental
health services, leading to reduced levels of service to the community and potential placement in higher levels of
care.
