Approve and authorize the Health Services Director, or his designee, to execute, on behalf of the County, Extension
Agreement #23-503-1 with Children’s Hospital and Research Center at Oakland, a non-profit corporation, to extend
the term from June 30, 2014 through June 30, 2024.
FISCAL IMPACT:
None, this non-financial Agreement is funded 100% by Kohl’s Cares Committed to Kids’ Health and Education to the
Children’s Hospital/Kohl’s Injury Prevention program. No financial impact to the County.
BACKGROUND:
This Contract meets the social needs of County’s population by providing a mobile texting campaign designed to
promote the education of parents/caregivers regarding the safety and health of their children. By some estimates, 90
percent of unintentional injuries to children can be avoided. The OUCH Mobile Texting

BACKGROUND: (CONT'D)
Campaign will provide health and safety messages, approved by health care professional(s) and/or child passenger
safety technicians, and in compliance with American Academy of Pediatrics, National Highway Traffic and Safety
Administration, Center for Disease Control, and Children’s Hospital and Research Center at Oakland Polices and
Guidelines.
On December 6, 2011, the Board of Supervisors approved Memorandum of Understanding, Agreement #23-503,
with Children’s Hospital and Research Center at Oakland, authorizing the use of Contra Costa County’s name as an
endorser of OUCH promotional materials, for the period from July 1, 2011 through June 30, 2014, which included
mutual indemnification.
Approval of this Extension #23-503-1, will allow Children’s Hospital and Research Center at Oakland to use Contra
Costa County’s name as an endorser in the OUCH promotional materials and other communications pertaining to
OUCH. All marketing, promotional, and public relations materials will be provided and coordinated by Oakland
Children’s Hospital and Research Center through June 30, 2024, including mutual indemnification to hold harmless
both parties for any claims arising out of the performance of this Contract.
CONSEQUENCE OF NEGATIVE ACTION:
If this extension is not approved, Contra Costa County’s name will not be used in conjunction with the OUCH
program nor will the County be provided access to the marketing campaign materials.
CHILDREN'S IMPACT STATEMENT:
This extension Agreement #23-503-1, meets the needs of Contra Costa County children by providing information
and reminders to parents and caregivers about potential dangers and tips to avoid accidental injuries to children.
