ADOPT Ordinance No. 2014-15, to repeal Chapter 26-8 of the County Ordinance Code, thereby abolishing the
Human Relations Commission.
FISCAL IMPACT:
No fiscal impact, as the Commission has not been active since 2007 and was abolished by the Board in 2009.
BACKGROUND:
On August 15, 2007, the County Administrator suspended the activities of the Human Relations Commission pending
a comprehensive review of their activities. On November 3, 2009, the Board of Supervisors adopted Resolution No.
2009/513, which abolished 19 boards, committees and commissions including the Human Relations Commission. To
resolve the current discrepancy between the County Ordinance Code and Resolution No. 2009/513, a clean-up
ordinance is necessary to repeal the County ordinance that established the Commission.
Ordinance No. 2014-15, attached, was introduced on July 29, 2014 and is recommended today for adoption.
CONSEQUENCE OF NEGATIVE ACTION:
If the clean-up ordinance is not introduced and adopted, the County Ordinance Code will continue to be in conflict
with the Board's 2009 decision to abolish the Human Relations Commission.

The Status of Various Advisory Boards, Commissions and Committees
WHEREAS Resolution No. 2002/377 of June 18, 2002, Board Advisory Body Procedures, requires that the Board of Supervisors
review, at three year intervals beginning in 2002, each advisory body whose existence is not mandated by State or Federal law or
regulation for justification of its continuation; and
WHEREAS the "Maddy Book" currently contains more than 90 advisory boards, committees, and commissions. In some cases
these bodies are no longer functioning and should be eliminated from the Maddy Book. In other cases, there are multiple bodies
performing the same or similar functions which may be combined; and
WHEREAS the last triennial review was completed in October 2005; and
WHEREAS the County Administrator's Office has performed a review of all Board-established advisory boards, commissions
and committees to evaluate over the 2005, 2006, 2007, and 2008 years whether the advisory bodies are working in a manner that
is consistent with their mission, whether they work in accordance with County goals and objectives, and whether they receive an
appropriate level of guidance and support; and
WHEREAS the Internal Operations Committee of the Board of Supervisors has reviewed the progress of this review over the
course of time and has made recommendations to the Board on the status of the advisory bodies;
It is hereby RESOLVED by the Board of Supervisors that:
The following advisory boards, committees, and commissions are abolished, and the Clerk of the Board is directed to remove the
listings for these bodies from the Maddy Book and from the County's web page:
