FIND that the project is a California Environmental Quality Act (CEQA), Class 1(c) Categorical Exemption, pursuant to Section15301(c) of the CEQA Guidelines, and DIRECT the Director of Conservation and Development to file a Notice of Determination with the County Clerk, and AUTHORIZE the Public Works Director to arrange for payment of a $25 fee to the Department of Conservation and Development for processing, and a $50 fee to the County Clerk for filing the Notice of Exemption. FISCAL IMPACT: 100% Alamo Area of Benefit Funds. Intersection Improvements Project and related actions under the California Environmental Quality Act, Alamo area. BACKGROUND: Livorna Road is a two-lane, minor arterial that carries approximately 11,000 vehicles per day, east of Highway 680. Limited sight distances on Livorna Road near the Alamo Elementary School and Park drives the need to improve safety at the intersection of Livorna Road and Wilson Road. A signalized intersection, dedicated turn lanes, improved pavement markings, pedestrian facilities, and lines of sight will assist in improving traffic circulation and safety to pedestrians, bicyclists, and motorists at the intersection. The project begins approximately 400 feet west of Laverock Lane and ends approximately 600 feet east of Wilson Road. Livorna Road will be widened to provide wider shoulders; an eastbound left-turn lane and a westbound right-turn lane onto Wilson Road. In addition, Wilson Road will be widened to provide a southbound right-turn lane. New sidewalk will be installed along with ADA-compliant curb ramps. A retaining wall and import fill may be required to accommodate the road widening. Utility poles, street signs, and mailboxes may be relocated depending on the location of the new curb line and driveway conforms. The existing drainage pattern will remain; existing concrete swales and drainage inlets may need to be modified. Appropriate Best Management Practices (BMPs) will be implemented to protect storm drain inlets. The additional impervious area is exempt from Provision C.3 of the County’s MS4 NPDES permit. Removal and/or trimming of landscaped trees and shrubs throughout the project area may be required. Preconstruction surveys for nesting birds will be conducted during the nesting season of February 1 to August 31. In order to minimize damage to trees, any roots exposed during construction activities will be clean cut. One lane will be open during construction activities. Emergency vehicles will have access at all times. Real property transactions including right-of-way acquisition and drainage and slope easements from the school parcel (APN 187-190-007) and a temporary construction easement from a privately-owned parcel (APN 187-180-018) along the north side of Livorna Road may be necessary to accommodate the road widening. Use of privately-owned parcels may be required for temporary construction staging area(s). General Plan Conformance is not necessary as the project is located in the unincorporated community of Alamo. CONSEQUENCE OF NEGATIVE ACTION: Failure to approve the project will result in the project not being constructed. CHILDREN'S IMPACT STATEMENT: Not applicable.
