D. 2 HEARING to consider appeal of the County Planning Commission decision to approve variances for 1.5-foot front and side
yard setbacks for construction of a 7.4-foot tall retaining wall approximately 150 feet in length, located at 229 Miramonte Road in the Walnut
Creek area, and to consider related actions under the California Environmental Quality Act, County File #VR11-1024, as recommended by the

contained in County Planning Commission Resolution Number 8-2013 and APPROVED the project as

HEARING to consider adoption of Resolution 2014/03 approving the annexation of the Elworthy Ranch
Development into the Wiedemann Ranch GHAD and approving the Elworthy Ranch Development Annexation Plan

CLOSED the Hearing; ADOPTED Resolution 2014/03 approving the annexation of territory into the existing
Wiedemann Ranch GHAD, conditioned upon subsequent approval of the proposed assessment following an
assessment ballot proceeding; and subject to the adoption of a resolution approving the annexation by the
Board of Supervisors of Contra Costa County as required under Public Resources code section 26581; and
APPROVED the Elworthy Ranch Development Annexation Plan of Control, conditioned upon subsequent
approval of the proposed assessment following an assessment ballot proceeding.

All matters listed under CONSENT ITEMS are considered by the Board to be routine and will be enacted by one motion. There will be
no separate discussion of these items unless requested by a member of the Board or a member of the public prior to the time the Board
votes on the motion to adopt.
Persons who wish to speak on matters set for PUBLIC HEARINGS will be heard when the Chair calls for comments from those
persons who are in support thereof or in opposition thereto. After persons have spoken, the hearing is closed and the matter is subject to
discussion and action by the Board. Comments on matters listed on the agenda or otherwise within the purview of the Board of
