HomeMy WebLinkAboutMINUTES - 07292014 - D.18RECOMMENDATION(S): ADOPT Resolution No. 2014/260 to provide salary adjustments for Elected Department Head classifications (excluding the Board of Supervisors), effective August 1, 2014. FISCAL IMPACT: This action would result in estimated FY 2014/15 costs of $162,557, which includes $52,680 in pension costs. BACKGROUND: On June 24, 2014, the Board adopted Resolution No. 2014/196, which provided wage increases for Elected Department Heads as aligned with previous wage increases afforded to the County Administrator, Appointed Department Heads, Management, Exempt and Unrepresented Employees. In July, a salary study for all Elected Department Heads was conducted to compare Contra Costa County’s salaries with other local counties. The counties of Alameda, Marin, Napa, San Francisco, San Mateo, Santa Clara, Solano, and Sonoma were used in the salary study. Amongst these eight (8) counties, Contra Costa County is the third most populated county. Elected Department Heads perform critical governance roles for their departments, the County and the public. Based on the findings of the salary study, Contra Costa County is not competitive with Elected Department Head salaries, and is the lowest paying County for most of these positions. Therefore, in addition to the general wage increases, as approved in Resolution No. 2014/196, the County Administrator is recommending adjusting the salaries of the Elected Department Heads to prevent the potential loss of highly trained executives and to continue to attract experienced, highly motivated individuals to run for these offices. Adjust the annual salary of the Auditor-Controller (SAA1) to meet the average salary of $176,000, which would result in a monthly salary of approximately $14,667. 2. Adjust the annual salary of the Clerk-Recorder (ALA1) to meet the average salary of $169,000, which would result in a monthly salary of approximately $14,083. 3. Adjust the annual salary of the District Attorney (2KA1) to meet the average salary of $234,000, which would result in a monthly salary of approximately $19,500. 4. Adjust the annual salary of the Sheriff-Coroner (6XA1) to meet the average salary of $210,000, which would result in a monthly salary of approximately $17,500. 5. Adjust the annual salary of the Treasurer-Tax Collector (S5A1) to meet the average salary of $176,000, which would result in a monthly salary of approximately $14,667. 6. The salaries as recommended are consistent with maintaining internal parity amongst these positions and other executive classes. CONSEQUENCE OF NEGATIVE ACTION: The County will not have competitive salaries for elected official classes and could be detrimentally impacted by the potential loss of highly-trained executives.
