CONSIDER waiving the 180-day “sit out period” for Dr. Wendel Brunner, MD, Assistant Director of Health Services – Exempt in the Health Services Department; 2. FIND that the appointment of Dr. Brunner is necessary to fill a critically needed position; 3. APPROVE and AUTHORIZE the hiring of retiree Dr. Brunner as a temporary County employee for the period of July 30, 2014 through July 31, 2015, as recommended by the Health Services Department Director. FISCAL IMPACT: If the request is granted, there will continue to be salary and employment tax payment for the hours provided of approximately $69,417. These costs will be offset by savings due to the vacancy of the permanent position. In addition to providing medical leadership, Dr. Brunner is responsible for managing all its affairs, responding to community and public health concerns, providing medical and technical consultation in response to public health emergencies arising from hazardous waste releases or other causes. Public Health's primary function is to promote and protect the health and well being of individuals and families in those communities and populations most at risk in the County. Major program services include Build Environment, California Children’s Services, Child Health & Disability Prevention, Children’s Oral Health Program, Communicable Disease Programs, Community Wellness & Prevention Program, Developmental Disabilities Council, Disease Investigation and Control, Epidemiology, Planning, & Evaluation, Field Public Health Nursing, Health Care for the Homeless, Health Emergency Response, Healthcare Interpreter Network, HIV/AIDS and STD Programs, HIV CARE Services, HIV Education, Prevention, & Testing, Home Visiting Programs, Immunization, Injury Prevention, Lead Poisoning Prevention Project, Limited English Access, Nutrition & Food Security, Obesity Prevention, Occupational Medicine, Pediatric Clinics, Perinatal Services: Black Infant Health, Comprehensive Perinatal Services, Lift Every Voice, Nurse Family Partnership, Prenatal Care Guidance, Public Health Administration, Public Health Laboratory, School Based Health Centers, Senior Nutrition/Meals on Wheels, SIDS/FIMR/Safely Surrender Baby, STD Clinics, Teenage Pregnancy Prevention, Tobacco Prevention, Tuberculosis Control, Vital Registration, and Women, Infants, & Children (WIC) and Women’s Health Clinics. With Dr. Brunner’s retirement, the Health Services Department will announce a recruitment to fill the vacancy. Recruitment and hiring of a replacement is expected to take approximately nine months with an additional three months required for training and transition. CONSEQUENCE OF NEGATIVE ACTION: Failure to receive Board approval will result in high profile community programs be suspended indefinitely until replacement staff could be hired and trained. CHILDREN'S IMPACT STATEMENT: Children Services program sustainability and funding would be jeopardized.
