HomeMy WebLinkAboutMINUTES - 07292014 - C.119RECOMMENDATION(S): APPROVE and AUTHORIZE the distribution of $3.05 million in Measure WW funds by initially allocating $610,000 to each Supervisorial District, and continue to work with each Supervisor's office to assist in the development of a list of park projects to be submitted to the Board of Supervisors for approval prior to submitting the list to the East Bay Regional Park District for final approval. FISCAL IMPACT: 100% East Bay Regional Park District Measure WW Funds. BACKGROUND: In 2008, the voters of Contra Costa and Alameda Counties approved the Measure WW Park Extension Bond, which provides funds for the acquisition and development of regional and local parks and facilities. A total of $7.93 million is allocated to local parks needs within the Unincorporated Area of the County. These funds were allocated to specific County Service Areas (CSA) ($2.49 million), Community Service Districts (CSD) and local park and recreation districts ($2.39 million), and to unincorporated areas not in a CSA or CSD ($3.05 million). Attachment A shows how Measure WW funds have been distributed throughout the County to date. Earlier this year, DCD staff met with each Supervisor to obtain their initial thoughts on how the $3.05 million should be distributed. In addition, DCD presented each Supervisor with an inventory, survey and assessment of the existing park facilities in his or her District along with potential projects that could be funded with Measure WW funds. To facilitate the process of gathering input from stakeholders and developing a list of potential projects, staff is recommending that each District be allocated $610,000 in Measure WW funds including the 20 percent that can be used for pre-construction costs (grant administration, survey, plans, permits, CEQA compliance, etc.). During the next 5-7 months, DCD and Public Works staff will continue to work with each District Supervisor to help develop a list of projects to be funded with Measure WW funds. The final list will be presented to the Board's Transportation, Water and Infrastructure Committee (TWIC) and then considered by the Board of Supervisors for approval before submitting to the East Bay Regional Park District for final approval. CONSEQUENCE OF NEGATIVE ACTION: Without approval of this initial allocation plan, the task of developing a list of projects is complicated because stakeholders would not know how much money is potentially available for projects in each District.
