Approve and authorize the Purchasing Agent, or designee, to execute on behalf of the Health Services Department, a
third-party lease agreement with IBM Global Finance in an amount not to exceed $506,610, for the purchase of
McAfee end point virus protection, and other security software and hardware with appropriate license and support
agreements, for the period from July 1, 2014 through June 30, 2017.
FISCAL IMPACT:
100% Funding is included in the Enterprise Fund I Budget. The Purchasing Division has arranged a lease purchase
contract with IBM Global Finance. The total amount financed is $496,618 at an interest rate of 1.85%. The principal
and interest for the first of three annual payments has been budgeted under Org. 6555 for fiscal year 2014/2015.
BACKGROUND:
CCHS has made a large investment over the past 3 years in McAfee and other security technologies. The combination
of the following tools provides the robust security architecture to meet regulatory requirements: End Point protection,
Vulnerability Assessment, Global Cyber-threat detection, firewall and enterprise logging capabilities. The continued

platform will allow CCHS to continue to build on the platform and tools which are already well understood. Selecting
different vendors to replace all of this infrastructure and knowledge would require a significant amount of rip out and
replacement work, which would take a minimum of six (6) months to complete.
CONSEQUENCE OF NEGATIVE ACTION:
If this purchase is not approved then vendor support for the network security would cease and a new vendor would
need to be selected. Health Services would be unable to obtain application software upgrades and/or regulatory
system modifications.
