ADOPT Position Adjustment Resolution No. 21493 to add one (1) permanent full-time Mental Health Clinical
Specialist (VQSB) position at salary level QT2-1384 ($4,382 - $6,506) and cancel vacant Substance Abuse
Counselor (VHVC) position #9268 at salary level QT5-1436 ($4,479 - $5,444) in the Health Services Department.

FISCAL IMPACT:
Upon approval, this action has an annual cost of approximately $18,737.21, which is totally offset by Federally
Qualified Health Care revenue.
BACKGROUND:
The Department is requesting to add a Mental Health Clinical Specialist position assigned to the Healthcare for the
Homeless Program within Public Health Division and cancel vacant Substance Abuse Counselor position #9268 as
the incumbent recently retired. The new licensed position can be fully utilized in a licensed health center as it
provides qualified patient care services billable to the Federally Qualified Medi-Cal System. Duties of the position
