HomeMy WebLinkAboutMINUTES - 07292014 - C.45RECOMMENDATION(S): ADOPT Position Adjustment Resolution No. 21475 to add four (4) Social Service Employment Placement Counselor (X7WB) (represented) positions, allocate to salary plan and grade 255 1432 ($4,461 - $5,422), four (4) Social Worker (X0VC) (represented) positions, allocate to salary plan and grade 255 1434 ($4,470-$5,433), and three (3) Clerk-Experienced Level (JWXB) (represented) positions, allocate to salary plan and grade 3RH 0750 ($2,608-$3,236) in the Workforce Services Bureau of the Employment and Human Services Department. FISCAL IMPACT: These positions will be 100% funded by the CalWORKS Expanded Subsidized Employment allocation. Upon approval, this action will have no impact on the net county costs. These positions will incur an additional annual personnel expense of $1,104,828. The pension obligations for all positions will increase by $395,858 annually. Processing of Work Site Agreements, demands from the employers, tracking of placement duration and subsidy increases/bonuses will be crucial to the success of the program and claiming process for this dedicated allocation. Programmatically, documentation of hours worked, processing of timecards for work verification and performance documentation from the employers must be processed timely. CONSEQUENCE OF NEGATIVE ACTION: Failure to provide positions to this new program will compromise the ability to claim the allocation dollars, document participation, negatively impact county relationships with local employers and ultimately a failure of the Expanded Subsidized Employment Program.
