HomeMy WebLinkAboutMINUTES - 07292014 - C.43RECOMMENDATION(S): SUPPORT the Contra Costa County Economic Partnership and East Bay Economic Development Alliance Slingshot Grant Proposal to develop a regional economic development strategy to address employment challenges in the East Bay, and SIGN a Letter of Commitment for Project Slingshot to the Executive Director of the California Workforce Investment Board and the Director of the Governor’s Office of Business and Economic Development, as recommended by Supervisor Andersen. FISCAL IMPACT: This action supports the grant application and proposal; the County has no financial responsibility. BACKGROUND: Despite our state’s overall prosperity, too many Californians are in danger of being left behind, not making ends meet and unable to create a middle class life for themselves and their families. Many Californians face substantial challenges in finding good jobs and supporting themselves and their families in an era with volatile, rapidly evolving labor markets. SlingShot is a state accelerator grant provided through a partnership between the California Workforce Investment Board and the Governor’s Office of Business and Economic Development, which seeks to seed collaborative efforts by regional workforce, economic development, and education stakeholders to identify and then work to solve employment challenges that slow California’s economic engine. The grant application will propose the creation of a regional economic development strategy, which addresses the underlying causes of long-term unemployment, stagnate income growth, and disaffected youth that identifies innovative solutions and builds on our strengths to increase income mobility, create sustainable jobs, and helps workers build skills needed by industry in the emerging new economy. Lead Applicant & Stakeholders The Contra Costa Economic Partnership and East Bay EDA are co-applicants for the SlingShot grant. In addition to having strong leadership, it is important for the proposal and a regional economic development strategy to have the support and commitment of regional stakeholders to help identify regional workforce and economic development issues and find solutions that will result in implementation-ready strategies. Regional stakeholders should reflect the workforce and economic development and educational systems in the East Bay including: • Alameda and Contra Costa County • East Bay Cities • Workforce Development Agencies • Economic Development Agencies • Educational Institutions • Industry As a member of both the Contra Costa Economic Partnership and the East Bay Economic Development Alliance, it is appropriate for Contra Costa County to support the East Bay’s SlingShot proposal.
