DECLARE vacant the District V - Consumer Seat, formerly held by Hiram Feldman, on the Contra Costa County
Mental Health Commission due to resignation.
FISCAL IMPACT:
None.
BACKGROUND:
The Contra Contra Costa Mental Health Commission was established to review and evaluate the community's mental
health needs, services, facilities, and special problems; to review any County agreements entered into pursuant to
Section 5650 of the Welfare and Institutions Code; to advise the governing body and local mental health director as
to any aspect of the local mental health program; to submit an annual report to the Board of Supervisors; review and
make recommendations regarding the appointment of a local director of mental health services; review the County's
performance outcome data and communicate its findings to the State Mental Health Commission; and assess the
impact of the realignment of services from the State to the County on services delivered

BACKGROUND: (CONT'D)
to clients and the local community.
The current incumbent in the seat has notified the Chair of the Commission that he has accepted employment with an
organization which is party to a contract with the Health Services Department, Mental Health Division. Under the
current rules, an employee of a contractor may not serve on the Commission. Therefore, he has resigned his seat.
CONSEQUENCE OF NEGATIVE ACTION:
The consumers in District V would not have representation on the Commission
