HomeMy WebLinkAboutMINUTES - 07292014 - C.06RECOMMENDATION(S): ADOPT Resolution No. 2014/262 approving and authorizing the Public Works Director, or designee, to file an application for the Active Transportation Program (ATP) funding for the Pacheco Boulevard Sidewalk Gap Closure (Phase III) Pre-construction Project (Project No. 6P-1044) for up to $300,000 and committing local support and assurance to complete the project. (District 5) FISCAL IMPACT: If awarded, the ATP will provide approximately $300,000 (85%) of federal funds for the Pacheco Boulevard Sidewalk Gap Closure (Phase III) Pre-construction Project, and the local match for the project will be funded by County Road Funds (15%). BACKGROUND: On September 26, 2013, Governor Brown signed legislation creating the Active Transportation Program (ATP) in the Department of Transportation (Senate Bill 99, Chapter 359 and Assembly Bill 101, Chapter 354). The ATP consolidates existing federal and state transportation programs, including the Transportation Alternatives Program (TAP), Bicycle Transportation Account (BTA), and State Safe Routes to School (SR2S), into a single program with a focus to make California a national leader in active transportation. The ATP is administered by Caltrans' Division of Local Assistance, Office of Active Transportation and Special Programs. BACKGROUND: (CONT'D) The purpose of ATP is to encourage increased use of active modes of transportation by achieving the following goals: • Increase the proportion of trips accomplished by biking and walking; • Increase safety and mobility for non-motorized users; • Advance the active transportation efforts of regional agencies to achieve greenhouse gas (GHG) reduction goals; • Enhance public health; • Ensure that disadvantaged communities fully share in the benefits of the program; and, • Provide a broad spectrum of projects to benefit many types of active transportation users. Project Description: The overall intent is to provide engineering design and environmental studies required to develop a “shovel ready” project for a pedestrian crossing of Vine Hill Creek to improve access for students walking or riding to Las Juntas Elementary School. Although the project is not large in scope, it is important to the community for the continuity of this section of roadway. It is the last phase of a more comprehensive group of projects that will close sidewalk gaps throughout a significant section of the Pacheco Boulevard corridor within unincorporated Contra Costa County, connecting to the City of Martinez. If awarded, the grant funding would include pre-construction activities such as preliminary engineering, hydrology and hydraulic analysis, environmental studies, and preparation of plans, specifications and estimates. The proposed project was identified by the Las Juntas Elementary School Administration and they are active in obtaining additional community support for this project. By completing the pre-construction tasks, the project will become more competitive for future grants to fund construction. CONSEQUENCE OF NEGATIVE ACTION: ATP funding will not be provided if a resolution of local support is not submitted. CHILDREN'S IMPACT STATEMENT: This project will improve walking and bicycling routes to and from Las Juntas Elementary School since it is the primary access from the east side of the school. The proposed improvements will provide a full sidewalk and increase the shoulder width to accommodate a future class II bike lane. Providing a continuous and accessible path, would encourage students to walk or bike to school which helps to achieve the goals of the ATP grant program. ATTACHMENTS Resolution No. 2014/262
