FISCAL IMPACT: No fiscal impact. BACKGROUND: The purpose of this work is to improve pedestrian safety near Excelsior Middle School in the Byron area. The principal at Excelsior Middle School contacted County staff and requested that a foot path be provided as a necessary improvement for student safety. The work includes constructing a five foot wide asphalt path along Byron Highway from Byer Road to Hannum Drive. A Rectangular Rapid Flash Beacon (RRFB) with pedestrian actuated push button will be constructed on each side of the crosswalk on Byron Highway. The work will also include asphalt paving on the east and west side of the crosswalk to provide a refuge area for students as they await a gap in traffic to cross the road. The path and RRFB will provide a benefit to students as well as all pedestrians who want to cross Byron Highway in this vicinity.
