HomeMy WebLinkAboutMINUTES - 07292014 - C.01RECOMMENDATION(S): APPROVE and AUTHORIZE the Public Works Director, or designee, to execute, on behalf of Contra Costa County, Cooperative Agreement No. 07W.04 (Agreement) among the County, the Contra Costa Transportation Authority (CCTA), and the cities of Richmond, San Pablo, Pinole, Hercules, and El Cerrito, collectively referred to as “Partner Agencies” for CCTA’s funding operations and maintenance (O&M) of the I-80 Integrated Corridor Mobility (I-80 ICM) Project components. (District I & V) FISCAL IMPACT: No fiscal impact. BACKGROUND: The I-80 ICM Project encompasses an approximately 20-mile segment of Interstate 80 from Crockett in Contra Costa County to Emeryville in Alameda County. In 2006, this freeway segment ranked as the most congested location in the Bay Area in the a.m. (morning) peak in the annual analysis conducted by the Metropolitan Transportation Commission. Bueren, Public Works Director/Chief Engineer Date:July 29, 2014 Contra Costa County Subject:I-80 Integrated Corridor Mobility Project Operations and Maintenance Cooperative Agreement BACKGROUND: (CONT'D) with a return-on-investment of less than one year in transportation costs. The County entered into a Memorandum of Understanding (MOU) with the Partner Agencies, signed in May 2012, for the I-80 ICM Project. The MOU states that local jurisdictions will be responsible for the operations and maintenance of ICM components, and that CCTA will secure funding in the amount of $2,000,000 to fund approximately 15 years of Operations and Maintenance (O&M). The attached Agreement defines a framework to fund the operations and maintenance of the I-80 ICM components. The Agreement provides for mutual indemnification between the CCTA and the Partner Agencies. CONSEQUENCE OF NEGATIVE ACTION: The County will not submit the Cooperative Agreement to CCTA and could put at risk the allocation of funds for the operation and maintenance of I-80 ICM components installed by the I-80 ICM Project.
