Dear Supervisor Torlakson:
I have addressed this letter to you with the request that you carry
it to the Board of Supervisors as our District Supervisor.
Sanitation District 15, havir*; undertaken a strong enforcement
position on sewer connections, submitted to the Board Ordinance 8 for it's
approval. On February 28, 1984 this ordinance was so approved.
At this time the Citizens Advisory Committee would like to take the
necessary steps to enforce the connection of all parcels in the District
that are covered by this ordinance.
Following are the parcels in cluestion and the procedure we would like
to follow given support and backing; from the Board of Supervisors acting as
the Board of Director-, for Sanitation District 15.
1. 200 acre ranch located we!�:t of Holland Tract
2. Pedro 1'_artin & Sons ranch at the northwest end of Bethel Island
3. S_3a.r ranch north:-rest of the intersection of Gateway and. Bethe

4. Erigbaum prorerty 2000 feet south of ;.--i.teway Rd
. 5. Single family home located 1500 feet south of Gateway Rd
6. 10 acre ranch north of Gateway Rd. and 1500 feet east of Piper Rd.
7. Leisure Landing, a boat harbor at the end of Taylor Rd (SPECIA.L)
It is our intention that a letter from the Citizens Advisory Committee
along with a copy of Ordinance 8 be sent to each of these property owners
notifying them that they are in violation of this ordinance and connection
to the sewer system is required.
As Chairman of the Citizens Advisory Committee, I am requesting
direction from the Board of Supervisors in this matter and what support
we can expect from them thru County Counsel should legal assistance be
needed.
I would like to emphasize that we anticipate some negative responce
from these property owners because of a verbal decision made by the Healtb
Department in 1979-80. At that time the system -was just going on line
and to my knowledge this was a unilateral decision between the Health
Dep-rtment -and the property owners and never officially approved by the
County Staff or the Board of Supervisors.
As our meetings are on"the second Thursday of each month we would
appreciate the Boards' comments as soon as possible.

UNSEWERED AREA OF BETHEL ISLAND, CONTRA COSTA COUNTY SANITATION DISTRICT 15
Enclosed you will find a memorandum of my recent investigation of the unsewered
portions of Bethel Island within District 15. Because of our Board's prohibi-
tion ofseptic tanks in this area, we are concerned that septic tank/leachfield
systems have been allowed to remain unconnected to the collection system. Our
discussions indicated that practical considerations were involved for each
exception, however, for the record, please list the reasons for each exemption
to justify non-sewering, in accordance with our Board's Order No.74-125 which
states in part:
"An exemption to this prohibition may be granted whenever the
Regional Board finds that the continued operation of septic
tanks, cesspools, or other means of disposal in a particular
W area will not, individually or collectively, directly or indi-
rectly, adversely affect water quality."

Attention: Greg H. Walker
Dear Mr. Walker:
The properties that are not connected and the reason for
waiving the requirement to connect are as follows:
1. An approximately 200 acre ranch located west of Holland
Tract and north of Rock Slough. A variance to the requirements
was approved by your staff.
2. Pedro Martin and Sons feedlot on the west end of Bethel
Island. This property is approximately one mile from the nearest
sewer. In addition the owners are actively Attempting to subdivide
the parcel into waterfront lots and a condition of subdivision
approval will be to sewer the lots to the District 15 facilities.
3. S-Bar-W Ranch located Nest of the junction of Gateway
and Bethel Island Roads. This development is approximately h mile
from the nearest available sewer. The property is on a sand
knoll and has •experienced no problems with septic systems.
4. The Rrigbaum Ranch located about 2000 feet south of
Gateway Road and north of Stone Road. Connection to the sewer
would have required installation of a lift station at substantial
cost to the owner. The house is occupied by two people and the
existing individual sewage disposal system is functioning satis-
factorily.

5. A single family residence used as an office by Wirth
Engineering. This house is about 1500 feet south of Gateway
Road and located on a sand knoll. The property is .a-part of
the proposed Delta Coves Development and the applicants intend
to relocate the existing residence for use as a clubhouse in
the proposed subdivision. Condition of subdivision approval
will mandate-connection to the facilities of District 15.
6. The last exemption is for an approximate 10 acre
ranch located on a sand knoll approximately 1500 feet east of
Piper Road and 200 feet north of Gateway Road. A proposal for
commercial development has been filed with Contra Costa County.
A condition of approval will be connection to District 15
facilities.

The Health Department has no objection to granting an exemp-
tion from connection to the following :
1. Anderson-Wirth Engineering, Gateway Road
2. Krigbaum, Gateway Road .-
3. S-Bar-W Ranch, off Bethel Island Road near Gateway Road
4. Piedro MaZtin and Sons, private road off Bethel Island Road
5. Sullivan, private road off Gateway Road —kAAA
We have inspected these properties with a representative of
the Regional Water Quality Control Board, Central Valley Region,
and determined that it is not financially feasible for these
property owners to connect to the District #15 sewage collection
system.

BEFORE THE BOARD OF SUPERVISORS OF CONTRA COSTA COUNTY
'AS AND CONSTITUTING THE BOARD OF DIRECTORS
OF
CONTRA COSTA COUNTY SANITATION DISTRICT NO. 15
AN ORDINANCE AMENDING ORDINANCE NO. 1 , CONCERNING REQUIREMENTS
FOR CONNECTING TO THE SEWER SYSTEM
The Board of Supervisors of" Contra Costa County, as and consti-
tuting the Board of Directors of Contra Costa County Sanitation
District No. 15, does ordain as follows:
SECTION 1 . Section 3.3 of Ordinance No. 1 is amended , to read as
follows:
3.3• Sewer required . The owner of any premises inhabited or
used by human beings situated-within the District shall , at
his/her expense, connect s=nir+ premises , with the main sewer in the
adjoining street in accordance with all applicable provisions of
District ordinances and regulations within ninety (90) days after
date of official notice to do so from the Board .
SECTION 2. EFFECTIVE DATE. This Ordinance becomes effective
thirty days after passage, and within fifteen days of passage
shall be published once with the names of Supervisors voting for
and against it in the Brentwood News , a 'newspaper published in
this County and circulated in the District .
