APPOINT Chad Godoy to the position of Contra Costa County Agriculture Commission/Sealer of Weights and
Measures, effective June 30, 2014, for a four year term as prescribed by Food and Agriculture Code § 2122 with the
following additional terms of employment:
Starting salary at step 2 of the salary range - $10,124.31 per month1.
Vacation accrual of 15 days per year2.
One-time accrual of 80 hours of vacation time3.

Subject:Appointment of Chad Godoy as the County Agriculture Commissioner/Sealer of Weights and Measures
FISCAL IMPACT:
The total cost of this position is $203,166 of which $44,736 is pension costs. All costs are budgeted in the
Agriculture/Weights and Measures Department .
BACKGROUND:
Food and Agriculture Code § 2121 requires that the Agriculture Commissioner/Sealer of Weights and Measures be
appointed by the Board of Supervisor of the County.
The Contra Costa County Department of Agriculture under the direction of the California Department of Food and
Agriculture, Department of Pesticide Regulations and Division of Measurement Standards, is responsible for
conducting regulatory and service activities pertaining to the agricultural industry and the consumers of our county.
The primary purpose and objective of this office is the promotion and protection of the county agricultural industry,
the environment, and the citizens. We work hard to ensure a safe place to live and a fair marketplace for trade.
The laws pertaining to the office of county agricultural commissioner are located in sections 2001 through 2286 of the
Food and Agricultural Code. Each county is required to have in place a department of agriculture headed by the
county agricultural commissioner. (Food and Agriculture Code, §§ 2001-2002.) The county agricultural
commissioner is appointed by the board of supervisors for a four-year term from a list of eligibles furnished by the
California Department of Agriculture. (Food and Agriculture Code, §§ 2121-2122, 2151.) To be eligible for
appointment to the office of county agricultural commissioner, candidates must have passed the state licensing exam
and be currently licensed by the California Department of Agriculture. (Food and Agriculture Code, §§ 2101-2102.)
To be eligible to take the state licensing exam, candidates must have a bachelor’s degree in the agricultural,
biological, chemical, or physical sciences. (Food and Agriculture Code, §2106.)
The County contracted with Alliance Resource Consulting to conduct the recruitment process to fill the vacancy. Five
candidates were interviewed by a three-person interview panel. Mr. Godoy met all of the above requirements and was
the candidate whom the interview panel felt best met the needs of the County. The County Administrator recommends
appointment Mr. Godoy to the position.
In addition, it is recommended that he be placed in the position at the second salary step and receive vacation accruals
of 15 days per year (10 hours per month), a one-time accrual of 80 hours of vacation time, and all other benefits
currently provided to Department Heads as outlined in Management Resolution No. 2013/299.
CONSEQUENCE OF NEGATIVE ACTION:
There would not be a County Agriculture Commission/Sealer of Weights and Measures appointed as required by
Food and Agriculture Code § 2001.
