APPROVE and AUTHORIZE the continuation of administrative services to the East Contra Costa Fire Protection District, on a reimbursement basis, for fiscal year 2014/15. 2. ACKNOWLEDGE that the East Contra Costa Fire Protection District has identified a transition plan, in consult with the County, to transition certain administrative services from the County to the District. FISCAL IMPACT: 100% East Contra Costa Fire Protection District (ECCFPD) funds. The ECCFPD will continue to reimburse the County for direct and indirect administrative overhead costs. BACKGROUND: On October 15, 2009, the Board of Supervisors adopted Resolution No. 2009/940, which authorized a change in the governance structure of the ECCFPD and provided for a six-month period to transition administrative support services from the County to the District. Both parties retained the option to continue in the current business arrangement past the transition period at the expense of the ECCFPD. Since 2009, the County and the District have continued the original administrative support services agreement to allow sufficient time for the District to transition those services while dealing with significant operational impacts associated with the Great Recession. Today's action authorizes the continuation of administrative support services by the County to the District, on a reimbursement basis, for fiscal year 2014/15. Auditor- Controller's Office a. Payroll: County will run final payroll on January 10, 2015 and provide CY2015 W-2 (for single CY2015 payment) to District employees in CY2016. b. Finance System: District will transition to new finance system on January 1, 2015. County agrees to maintain District finances and transactions in County Finance System through January 1, 2016 for closeout and audit purposes. 2. Human Resources Department a. Personnel Services: General processing and support of personnel documents will be discontinued on January 1, 2015. b. Employee Benefits: All employee benefit programs managed by the County for District employees will be discontinued effective January 1, 2015. County will, therefore, not manage open enrollment in CY2014 for the CY2015 plan year. 3. Department of Information Technology a. Network Administration: County will discontinue the maintenance of internal network between the County and the District and access to personnel, finance or other County systems effective January 1, 2016. b. Information Technology Security: County will discontinue support of information security programming to the District effective January 1, 2015. 4. All Other Services Provided by the County. Any additional services that may be provided by the County, but not identified above shall be discontinued effective January 1, 2015. CONSEQUENCE OF NEGATIVE ACTION: There will not be an agreement in place to govern the provision of administrative support services by the County to the ECCFPD. CHILDREN'S IMPACT STATEMENT: No impact.
