HomeMy WebLinkAboutMINUTES - 06242014 - C.102RECOMMENDATION(S): RECOGNIZE the first Tuesday in August as National Night Out, “America’s Night Out Against Crime,” SUPPORT efforts of unincorporated communities in Contra Costa County to participate in National Night Out and DIRECT the Public Works Director, or designee, to issue no fee permits for road closures for National Night Out events providing certain criteria are met. FISCAL IMPACT: The cost for issuance of the road closure permits will be covered by the Road Fund. BACKGROUND: The National Association of Town Watch (NATW) is a non-profit organization dedicated to the development and promotion of various crime prevention programs including neighborhood watch groups, law enforcement agencies, state and regional crime prevention associations, businesses, civic groups, and individuals, devoted to safer communities. In 1984, NATW introduced National Night Out, “America’s Night Out Against Crime” to promote involvement in crime prevention activities, police-community partnerships, neighborhood camaraderie and send a message to criminals letting them know that neighborhoods are organized and fighting back. The focus of National Night Out is to bring neighbors and communities together often in block parties that require road closure permits. Public Works staff will issue a no-fee road closure permit for National Night Out events that will consider public safety and convenience and require support of the District Supervisor, approval by the County’s Traffic Engineer and the County’s Risk Manager as well as notification of emergency service agencies including the California Highway Patrol, Sheriff’s Department and the Fire District that serve the area. Additionally, the applicants are required to notify property owners potentially affected by the closure. CONSEQUENCE OF NEGATIVE ACTION: There will be no formal recognition or support of National Night Out in Contra Costa’s unincorporated communities. CHILDREN'S IMPACT STATEMENT: Not applicable.
