APPROVE and AUTHORIZE the Employment and Human Services Department Director, or designee, to execute a
contract amendment with Kids' Clubs Inc., including a modified indemnification language, to increase the payment
limit by $32,889 to a new limit not to exceed $1,394,117 to provide State Preschool, Pre-kindergarten Family
Literacy, and Head Start services with no change to term July 1, 2013 through June 30, 2014.
FISCAL IMPACT:
93% State funds California Department of Education
7% Federal Administration for Children and Families.
BACKGROUND:
Contra Costa County receives funds California Department of Education (CDE) to provide State Preschool and
Pre-kindergarten Family Literacy services to program-eligible County residents. The County also receives funds from
Administration for Children and Families for Head Start services. In order to provide a wider distribution of services
to County residents, the Department contracts with a number of community-based organizations. This amendment is
to add childcare slots to the State Preschool program. Approval of this board order will allow the greater provision of
childcare services.

CONSEQUENCE OF NEGATIVE ACTION:
If not approved, County will be unable to meet childcare needs in this geographic area and fulfill State Preschool
program goals.
CHILDREN'S IMPACT STATEMENT:
The Employment & Human Services Department, Community Services Bureau supports three of Contra Costa
County’s community outcomes - Outcome 1: “Children Ready for and Succeeding in School,” Outcome 3: “Families
that are Economically Self-sufficient,” and, Outcome 4: “Families that are Safe, Stable, and Nurturing.” These
outcomes are achieved by offering comprehensive services, including high quality early childhood education,
nutrition, and health services to low-income children throughout Contra Costa County.
