HomeMy WebLinkAboutMINUTES - 06242014 - C.67RECOMMENDATION(S): Approve and authorize the Health Services Director, or his designee, to execute, on behalf of the County, Contract Amendment Agreement #74-332-10 with Youth Homes Incorporated, a non-profit corporation, effective June 1, 2014, to amend Novation Contract #74-322-9, to increase the payment limit by $100,000, from $3,028,466 to a new payment limit of $3,128,466, with no change in the original term of July 1, 2013 through June 30, 2014, and to increase the automatic extension payment limit by $50,000, from $1,514,233 to a new payment limit of $1,564,233, with no change in the term of the automatic extension, through December 31, 2014. FISCAL IMPACT: This amendment is funded 50% by Federal Financial Participation and 50% by Mental Health Realignment. On October 15, 2013, the Board of Supervisors approved Novation Contract #74-322-9 with Youth Homes Incorporated for the period from July 1, 2013 through June 30, 2014, which included a six-month automatic extension through December 31, 2014, for the provision of residential day treatment and therapeutic behavioral services to SED children and their families. At the time of negotiations, the payment limit was based on target levels of utilization. Actual usage has exceeded these projections. Approval of Contract Amendment Agreement #74-322-10 will allow the Contractor to provide additional residential treatment services through June 30, 2014. CONSEQUENCE OF NEGATIVE ACTION: If this amendment is not approved, Contractor will not provide additional intensive specialty mental health services to County referred Clients resulting in reduced service levels to the community. CHILDREN'S IMPACT STATEMENT: This Contract supports the following Board of Supervisors’ community outcomes: “Children Ready For and Succeeding in School”; “Families that are Safe, Stable, and Nurturing”; and “Communities that are Safe and Provide a High Quality of Life for Children and Families”. Expected program outcomes include an increase in positive social and emotional development as measured by the Child and Adolescent Functional Assessment Scale (CAFAS) and placement at discharge to a lower level of care.
