APPROVE and AUTHORIZE the Employment and Human Services Director, or designee, to execute a contract
amendment with Lao Family Community Development Center to increase the payment limit by $44,028 to a new
payment limit of $149,696 for job skills and placement services for limited English speaking and non-English
speaking California Work Opportunity and Responsibility to Kids (CalWORKs) participants, and extend the contract
term from June 30, 2014 to November 30, 2014.
FISCAL IMPACT:
$149,696: 15% State; 85% Federal (CalWORKs Single Allocation funding) (CFDA #93.667)
BACKGROUND:
This amendment extension is necessary to enable the Department to complete a competitive bid process for these
services. Lao Family Community Development provides pre-and post-employment services and translation and
interpretation services in Vietnamese and various Laotian dialects to limited English proficient CalWORKs refugees
residing in West Contra Costa County. Services include assisted job search, job placement, employment disputes
resolution for job retention, and other job related information.

CONSEQUENCE OF NEGATIVE ACTION:
The Lao Family Community Development Center will no longer provide services.
