APPROVE and AUTHORIZE the Employment and Human Services Director, or designee, to execute a contract with
the Child Abuse Prevention Council of Contra Costa, as recommended by the Family and Children's Trust
Committee (FACT) in an amount not to exceed $134,070 for the Nurturing Parenting Program and Baby Bag Project
for the period July 1, 2014 through June 30, 2015.
FISCAL IMPACT:
$134,070: 44% State (Child Abuse Prevention, Intervention, and Treatment funds); 40% Ann Adler Trust funds; 16%
State (Community Based Family Resource funds).
BACKGROUND:
The Child Abuse Prevention Council of Contra Costa (CAPC) was selected through the Family and Children's Trust
Committee (FACT) competitive bid process to coordinate community efforts to prevent child abuse and its impact on
children and families in Contra Costa County. CAPC is an invaluable asset to the dissemination of information in the
efforts of FACT to address issues of child abuse and neglect. Services include, but are not limited to, information and
referral

related to prevention and treatment of child abuse, professional training and community workshops, the Nurturing
Parenting Program, the Baby Bag Project, coordination of the Child Abuse Review Committee and its subcommittees
to improve and ensure services to victims and families, educational materials on child abuse issues and on- going
advocacy for child welfare.
CONSEQUENCE OF NEGATIVE ACTION:
Issues of child abuse and neglect in Contra Costa County could not be addressed as aggressively without the Child
Abuse Prevention Council services.
CHILDREN'S IMPACT STATEMENT:
The contract will support all community outcomes established in the Children's Report Card: 1) "Children Ready for
and Succeeding in School"; 2) "Children and Youth Healthy and Preparing for Productive Adulthood"; 3) "Families
that are Economically Self Sufficient"; 4) "Families that are Safe, Stable and Nurturing"; and, 5) "Communities that
are Safe and Provide a High Quality of Life for Children and Families" by providing educational training and
services to demonstrate and increase successful parenting. Expected program outcomes are reduced child abuse and
neglect, reduced incidences of domestic violence, and improved parental stress management .
