Approve and authorize the Health Services Director, or his designee, to accept Grant Award #29-547 from the
California Department of Health Care Services, in an amount not to exceed $456,976 for the Behavioral Health
Services Division (BHSD)/Mental Health, Medi-Cal Outreach and Enrollment Project, for the period from May 15,
2014 through December 31, 2016.
FISCAL IMPACT:
Approval of this grant award will result in an amount not to exceed $456,976 from the California Department of
Health Care Services, for the Medi-Cal Outreach and Enrollment Project through December 31, 2016. No County
match.
BACKGROUND:
The Medi-Cal Outreach and Enrollment Project is needed to provide services to seven (7) target populations in
Contra Costa County: Persons with mental health disorder needs; Persons with substance use disorder needs; Persons
who are homeless; Young men of color; Persons

BACKGROUND: (CONT'D)
who are in county jail, state prison, on state parole, on county probation, or under post release community
supervision; Families of mixed-immigration status; and Persons with limited English proficiency. Services provided
under this project will include Medi-Cal outreach, education, enrollment and retention.
Approval of Grant Award #29-547 will allow the County to receive funding to support the Medi-Cal Outreach and
Enrollment Project, staffing and equipment through December 31, 2016, including agreeing to indemnify and hold
harmless the State for claims arising out of County’s’ performance under this Agreement.
CONSEQUENCE OF NEGATIVE ACTION:
If this grant is not approved, the County will not receive funding to support the Medi-Cal Outreach and Enrollment
Project in Contra Costa County.
